Great photo in macro - I see the charger has HTC on it - is this anything to do with their Phones or just a chinese/korean trademark/logo?
If it isn't broken then don't try to fix it!

cant remember where its from but def not HTC phone whats the line for solid on top dotted underbetween the 5v and 1A im charging my old scroll as i type
strange how it charges one not the other

There may be a complete circuitry difference between the two tablets or S.O. may have closed a risk loophole on the Excel and it may have some current activated safety mechanism.(It will only draw what it needs but this may exceed circuitry design limits as the Scroll is not designed to be charged via its usb - unlike cellphones.)
I read somewhere on this forum that the Excel will only output up to 250 MA via the usb socket.If this is indeed all it can manage (and bearing in mind how S.O. work to a keen price) it is likely that the circuitry is a limiting factor.
I do not have a specific answer as to why your power pack works on one Scroll and not on the other, clearly it is incompatible with at least the one that doesn't work and may be putting the other machine at risk.

What I do know is that off the shelf power packs can cause a lot of damage if they are not matched specifically to a device. For run of the mill things like rechargeable torches or portable fans then off the shelf is OK but when it comes to micro-electronics your really are taking a risk using any old power pack simply because it says it is the right voltage and output.Some power pack printed rating can be wildly innacurate especially when + or - % is also on the lable.

Thanks Mitre, I try very hard to be accurate but sometimes it is hard to find good words.
Last word on the subject is here which decscribes better than I have about the dotted line.

In the top picture you can see direct current is being supplied in On/Off pulses whereas the lower picture shows the benefit of fullwave rectification with a continuous flow of DC current but still with zero troughs caused by the ac input switching On/Off 50/60 times a second.
With all the smoothing and condensors inside a Computer PSU these zero voltage troughs are all but eliminated.
Thats partly why PC PSU's cost a lot more than an off the shelf power pack. :)
