Each Area (Asia, America, EU) has their own specific software variants. This is for a number of reasons, including languages, operating frequencies, tx/rx power limits to name but a few.
Also within these specific are variants, there are country variants. As the handset has a finite amount of useable operating system rom, a finite amount of data can be stored on it. This therefore means that a handset will only have 5-6 languages available on it, and they are programmed in groups for that reason.
Also, the UK variant of FroYo may not have passed testing as far as the UK standards for radio transmission are concerened - even if the hardware has - the firmware needs to pass QC testing to conform to certain standards.
There is also one other marketing factor to consider - the new Galaxy S II will not be released in certain countries for some time, they were probably given FroYo first to keep them from whingeing about not being able to buy a S II soon.
