The Scroll is shipped with Android OS 2.1. This does NOT have flash support. In order to have true flash support you need to upgrade to OS version 2.2 or later. However, there is currently no step by step guide on how to do this, and Storage Options do not advise it or support it.
So, if you want or need flash support for any reason within the browser, you can go to the Android Market Place and download the free Skyfire web browser App. Once installed, it's similar to the built in standard browser, except it ALLOWS flash animations and videos to be viewed. Essentially, it has flash support.
This should be a major breakthrough, but unfortunately it's not perfect. Sometimes animations do not appear, other times they slow the rendering of the entire page down. If there is a video on the page (ie Sky News homepage) then instead of the video showing on the page, it puts an image of a video player in it's place. When you click this image it loads the video in a separate video player and attempts to play it. Again, this mostly doesn't seem to work very well - it's very slow (buffering) and the quality is often poor. It's nothing like viewing the page on a flash supported device.
In conclusion, yes this gives you some kind of flash support in the Skyfire browser, but it's often so poor it's not even worth having. However, if you stick with Android OS 2.1, at present this is your best choice for viewing flash within a web browser.
